General Guidelines

The University is committed to take all reasonable measures to ensure the health and safety of the students by maintaining a healthy and safe campus environment and to provide students with necessary information, instruction, training and supervision. To achieve this goal students are expected to play their important parts by observing the following policy guidelines:

  1. To observe all safety rules at all times.
  2. To conform to all instructions issued by the appropriate authorities.
  3. To wear appropriate safety equipment and use appropriate safety devices in accordance with rules and procedures.
  4. To report all accidents, accidental releases/spills of hazardous materials, and damage of property to your supervisor and departmental safety representative.
  5. To inform your supervisor or departmental safety representative of any hazard that may be introduced as a result of your work.
  6. To make appropriate suggestions for improving health and safety to your supervisor or departmental safety representative.

Emergency procedures have been established to protect yourself and others. You should read through these emergency procedures immediately and be familiar with the emergency telephone numbers. DON’T WAIT UNTIL THERE IS AN EMERGENCY! 

In case of emergency, please take the following procedures:

Fire

(I) When you hear the fire alarm:

  1. Remain calm and check if there is any sign of fire in the vicinity.
  2. If you see fire or smoke, or asked to evacuate, leave the building immediately and follow instructions given by Fire Captains and Security Officers. (see evacuation procedures (III) below)
  3. If there is no sign of fire and the fire alarm continues to ring, evacuate the building.

(II) If you discover a fire:

  1. Activate the fire alarm by pressing the breakglass fire alarm button.
  2. Report to Campus Security (Tel.: 3411 7777).
  3. Alert other people nearby.
  4. If safe to do so, try to put out the fire using the firefighting equipment.
  5. If the fire gets beyond your control, evacuate immediately.
  6. Close the door of the room on fire.

(III) Where there is a fire and you need to evacuate:

  1. Remain calm. Immediately leave the building using the nearest safe exit and go to the assembly area.
  2. Try to help those who may have difficulties traveling such as disabled and pregnant persons.
  3. DO NOT USE THE LIFTS.
  4. Report to your Fire Captain at the assembly area.
  5. Do not return to the building until permission is given by the Fire Services Department officer in charge of the scene.

Injury

When someone is injured:

  1. Call Campus Security (Tel.: 3411 7777) for assistance.
  2. Call Community Emergency Service directly by dialing 999 if the situation is urgent or serious and inform Security Office subsequently.
  3. DO NOT conduct rescue operation unless you know for sure how to perform a proper rescue or you know the situation is safe.
  4. DO NOT move an injured person except it is absolutely necessary for safety reason. (Improper rescue attempt may endanger the rescuers and cause more harm to the injured person.)
  5. Provide first aid treatment if necessary.

i) Acid and alkali burns — flush with running water for at least 15 minutes; use emergency shower if necessary. Do not attempt to neutralize.

ii) Heat or cold burns — flush with cold water.

iii) Chemical in eyes — flush eyes with emergency eyewash for at least 15 minutes.

iv) Major bleeding — apply direct pressure to the wound using a clean cloth.

v) Toxic gas inhalation — remove person to fresh air.

vi) Hydrofluoric acid exposure — use antidote immediately

Town Gas Leak

  1. Remain calm.
  2. Alert persons nearby.
  3. Do not operate any electrical switches – whether on or off.
  4. Turn off any burners.
  5. Open all doors and windows to get rid of the gas.
  6. Evacuate the threatened area immediately.
  7. Contact Campus Security (Tel.: 3411 7777).

Hazardous Chemical Spill

  1. Alert all persons in the vicinity.
  2. If safe to do so, i ) Contain the spill with appropriate materials. ii) Turn off remotely all heat / ignition sources if flammable vapour is involved.
  3. Inform Campus Security (Tel.: 3411 7777) from a safe location.
  4. Evacuate all persons in the affected areas and close the doors.
  5. If conditions allow, maintain a safe distance from the scene and help to prevent entry.
  6. If conditions allow, remain to assist emergency personnel.

Lift Entrapment 

If you are trapped in a lift:

  1. Remain calm.
  2. Press the alarm button in the lift to notify the Campus Security (or by calling 3411 7777).
  3. If the lift is equipped with an intercom, communicate through the intercom directly with the Estate Office maintenance staff / security guard.
  4. Be patient and wait for help.
  5. DO NOT try to force open the lift door or get out through the manhole at the ceiling. Such attempts may result in fatal accidents.

Bomb Threat

If you receive a bomb threat:

  1. Try to determine from the caller the alleged time of detonation and the precise location of the device.
  2. Try to note any other information which may be useful.
  3. Contact the Campus Security (tel.: 3411 7777).
