The Common Recruitment Examination (CRE) and the Basic Law and National Security Law Test (BLNST) are essential requirements for applicants seeking positions in the Government of the HKSAR, such as Administrative Officer (AO), Executive Officer II (EOII), Assistant Labour Officer II (ALOII), Assistant Trade Officer II (ATOII) and Management Services Officer II (MSOII).
Organized by the Civil Service Bureau (CSB), these examinations are held twice a year in Hong Kong— typically in June and September/October, with application periods in March–April and July–August. Passing the CRE and BLNST is a key eligibility criterion for many government roles.
The CRE and BLNST are open to all degree holders or students with qualifications meeting the entry requirements for civil service degree or professional posts. Students who will obtain a degree in the academic year of 2025–26 or 2026–27 may also apply.
The CRE consists of three papers: Use of Chinese, Use of English and Aptitude Test.
The BLNST is a 30-minute bilingual test (in both English and Chinese) comprising 20 multiple-choice questions. The BLNST assesses candidates’ knowledge of both the Basic Law and the National Security Law.

With the launch of the digitalised BLNST, which accepts applications year-round, paper-based BLNST will no longer be conducted on the same day as the CRE in Hong Kong. Candidates must apply separately to attend the digitalised BLNST at the Recruitment Centre, General Grades Office at a selected timeslot (for more information, please visit https://www.csb.gov.hk/eng/dblnst.html) and obtain a pass result before 29 November 2025.

The Joint Recruitment Examination (JRE) aims to assess applicants’ analytical and written communication abilities for civil service positions. The examination lasts for three hours. Candidates should complete the two questions in the examination. Success depends on demonstrating original analysis and clear expression, rather than simply reproducing provided background materials.
Eligible applicants with the necessary CRE results or equivalent qualifications are invited to apply.
The 2025 JRE, tentatively scheduled for 29 November 2025 (Saturday), will be held in both Hong Kong and seven cities outside Hong Kong (i.e. Beijing, Shanghai, London, New York, Toronto, Vancouver and Sydney).
