HKSAR Government Self-financing Post-secondary Scholarship Scheme 2021/22

To promote the development of the self-financing post-secondary sector, the Self-financing Post-secondary Scholarship Scheme (SPSS) is set up by the HKSAR Government under the Self-financing Post-secondary Education Fund to offer scholarships and awards to students pursuing full-time Bachelor of Commerce (Hons.) in Accountancy (BCom Accountancy) programme at HKBU. For the 2021/22 academic year, there are three types of scholarships offered under the Scheme for the BCom Accountancy programme:

1) Outstanding Performance Scholarship (OPS) will be awarded to current non-local students (at HK$80,000 each) or current local students (at HK$40,000 each) of the BCom Accountancy programme who have:

  • (a) high standard of academic performance;
  • (b) demonstration of leadership and good communication skills;
  • (c) valuable contribution to the institution/community; and/or
  • (d) strong commitment to the Hong Kong community

For students who entered the BCom Accountancy programme in 2021/22 (i.e., without GPA scores at HKBU), they should have outstanding entrance results.

For students who have GPA scores at HKBU, the top 10% of students with the highest cumulative GPA but not less than GPA of 3.00 in the BCom Accountancy programme will be invited by email to apply for the Scholarship.

Non-local awardees of OPS from APEC member economies will be awarded with the “APEC Scholarship”. Additional certificate in the title of “APEC Scholarship” will be distributed but no extra scholarship money will be paid.

2) Talent Development Scholarship (TDS) (at HK$10,000 each) will be awarded to current local or non-local students of the BCom Accountancy programme to give recognition to those who have demonstrated achievements or talent in non-academic areas and provide support for them to further develop their talent and potential. Applicants should have:

  • (a) demonstrated talent or potential in at least one of the following areas:(i) Sports and games;
    1. (ii) Music and performing arts;
    2. (iii) Culture, arts and design; or
    3. (iv) Innovation;
    4. (v) Science, technology, engineering and mathematics (STEM)
  • (b) track records in the past three years (i.e. September 2018 to present) of active participation in any of the above areas and continuously striving for improvement and excellence; and
  • (c) received awards in territory-wide, national or regional competitions/ performances; represented HKBU or relevant association in such competitions/ performances; or good recommendation/ assessment by HKBU or relevant organization on the capability or talent; and
  • (d) attained a cumulative GPA of 2.50 or above

For students who entered the BCom Accountancy programme in 2021/22 (i.e., without GPA scores at HKBU), they should have good entrance results.

Students who only participate in activities include: (a) Being a team member/committee member of a school team/club/society (b) Intra-school/ intra-institution activities (c) Work-related activities (e.g. internship/helpers or workers of an event etc.) (d) Examinations on musical instruments (e) Language proficiency tests (e.g. IELTS, TOEFL etc.) (f) Voluntary service; should NOT be awarded TDS. Applications from previous TDS awardees will only be considered if new achievement/ award was obtained after 1 December 2020.

3) Reaching Out Award (ROA) (at HK$10,000 each) aims at equipping students with an international vision, broadening their exposure to multicultural environment and enhancing their communication skills in English, Putonghua or other languages. It will be awarded to current local or non-local students of the BCom Accountancy programme who:

  • (a) will participate in learning, internship or service programmes which are mainly course or placement related as well as national, regional and international events and competitions that are conducted outside Hong Kong (virtual activities are not eligible). The outreaching activities should start from 1st January 2022, and be completed on or before 31st March 2023);
  • (b) have attained a cumulative GPA of 3.00 or above
  • (c) agree to submit a reflection report on the activities participated and the learning experiences and benefits acquired to HKBU within 1 month upon completion of the outreaching programmes

For students who entered the BCom Accountancy programme in 2021/22 (i.e., without GPA scores at HKBU), they should have outstanding entrance results.

The outreaching activity should either be organized or endorsed by HKBU. The award is not on reimbursement basis but may cover (part of) the expenses incurred during the outreaching activities, such as tuition fees, airfare, accommodation and other incidental expenses. The ROA can be held concurrently with other awards, prizes, subsidies or sponsorship except other government funds.

A student may only be awarded ONE of the scholarships or awards above in each academic year, but may be awarded with different scholarships or awards in different academic years.

A student may be awarded the OPS/TDS more than once throughout his/her studies of the relevant programme, and each nomination will be considered based on individual merits. However, a student may only be awarded the ROA once throughout his/her studies of the relevant programme.

Priority will be given to those students who have not previously received any awards under the SPSS so as to allow more students to benefit. While there is no fixed percentage split between local and non-local recipients, a majority of the recipients should be local recipients.

The forms are fillable. Please type in the forms.

  1. Save your completed application form and scan all required supporting documents (including sub-degree transcripts and certificates for newly admitted students, certificates/awards for participation in extra-curricular activities/community services/competitions, information on the outreaching programme (if applicable), etc.). Combine your application form and scanned supporting documents as ONE (1) PDF file.
  2. Name your PDF file with the scholarship name in front, in the format of "SPSS OPS_student ID_full name" or "SPSS TDS_student ID_full name" or "SPSS ROA_student ID_full name" (e.g. SPSS OPS_20201111_Chan Tai Man). We may not be able to identify your submission if you do not name your file as instructed.
  3. Please make sure the scans of your documents are clear and legible. Any parts that are missing, unclear, and incomprehensible will NOT be considered.
  4. Please try to keep your pdf file under 25MB. You may not need to scan the documents in the highest/top quality if standard quality suffice. Your PDF file should NOT exceed 25MB.
  5. Login to our “Documents Upload Platform” at with your SSOid. Choose and click “Self-Financing Post-Secondary Scholarship Scheme” in the menu to upload the documents. We will NOT be able to receive your documents if you choose another scheme, so please click the scheme name carefully. You will receive an auto-email from the system upon successful upload of your PDF file.
  6. To avoid being late, you should upload your PDF well before the deadline, as there may be unexpected technical errors/difficulties that require you extra time to solve. Note that the submission time is subject to our system’s clock on the website, which may or may not be the same as your watch, and the Office of Student Affairs has the discretion to make final judgments on whether the application is considered late.

Late submission or submission with incomplete information will not be considered. Form submission via hardcopy or email is not accepted.

Shortlisted candidates of OPS will be invited to attend an internal selection panel interview in early December 2021 (the actual date is to be confirmed); while applicants of TDS and ROA do not need to attend any interview.
