HKSAR Government Self-financing Post-secondary Scholarship Scheme 2017/18

To promote the development of the self-financing post-secondary sector, the Self-financing Post-secondary Scholarship Scheme (SPSS) is set up by the HKSAR Government under the Self-financing Post-secondary Education Fund to offer scholarships and awards to students pursuing full-time Higher Diploma in Film (HD in Film) and Bachelor of Commerce (Hons.) in Accountancy (BCom Accountancy) programmes at HKBU. For the 2017/18 academic year, there are five types of scholarships offered under the Scheme for our University:

1) Outstanding Performance Scholarship (OPS) will be awarded to current non-local students (at HK$80,000 each) or current local students (at HK$40,000 each) of the BCom Accountancy programme, and current local or non-local students (at HK$30,000 each) of the HD in Film programmes.

2) Talent Development Scholarship (TDS) will be awarded to current local or non-local students (at HK$10,000 each) of the BCom Accountancy programme and HD in Film programmes to give recognition to those who have demonstrated achievements or talent in non-academic areas and provide support for them to further develop their talent and potential.

3) Reaching Out Award (ROA) will be awarded to current local or non-local students (at HK$10,000 each) of the BCom Accountancy programme and HD in Film programmes to support those who are nominated by HKBU to participate in learning, internship or service programmes, as well as national, regional and international events and competitions that are conducted outside Hong Kong and organised/endorsed by HKBU.

4) Endeavour Scholarship (EDS) will be awarded to current local or non-local students (at HK$10,000 each) with Special Educational Needs (SEN).

5) Best Progress Award (BPA) will be open for competition to all self-financing post-secondary students in Hong Kong who have already completed at least two consecutive academic years in their programmes. HKBU will nominate students from the HD in Film programmes and from the BCom Accountancy programme to compete for the Award via Department's nominations (no application is required).

A student may only be awarded ONE of the scholarships or awards above in each academic year, but may be awarded with different scholarships or awards in different academic years.

A student may be awarded the OPS/TDS/EDS more than once throughout his/her studies of the relevant programme, and each nomination will be considered based on individual merits. However, a student may only be awarded the BPA/ROA once throughout his/her studies of the relevant programme.

Priority will be given to those students who have not previously received any awards under the SPSS so as to allow more students to benefit. While there is no fixed percentage split between local and non-local recipients, a majority of the recipients should be local recipients.

ELIGIBILITY

1) Outstanding Performance Scholarship (OPS)

The Outstanding Performance Scholarship will be offered to currently studying local and non-local students pursuing full-time HD in Film and BCom Accountancy programmes who have:

  • (a) high standard of academic performance;
  • (b) demonstration of leadership and good communication skills;
  • (c) valuable contribution to the institution/community; and/or
  • (d) strong commitment to the Hong Kong community

For students who entered the HD in Film or BCom Accountancy programmes in 2017/18 (i.e., without GPA scores at HKBU), applicants should have outstanding academic results during secondary/ post-secondary education (including public examinations).

For students who have GPA scores at HKBU, the top 10% of students with the highest cumulative GPA but not less than GPA of 3.00 in the HD in Film and BCom Accountancy programmes will be invited by email to apply for the Scholarship.

Non-local awardees of OPS from APEC member economies will be awarded with the “APEC Scholarship”. Additional certificate in the title of “APEC Scholarship” will be distributed but no extra scholarship money will be paid.

2) Talent Development Scholarship (TDS)

The Talent Development Scholarship will be offered to currently studying local and non-local students pursuing full-time HD in Film and BCom Accountancy programmes who have

  • (a) demonstrated talent or potential in at least one of the following areas:
          (i) Sports and games;
          (ii) Music and performing arts;
          (iii) Culture, arts and design;
          (iv) Innovation; or
          (v) Science, technology, engineering and mathematics (STEM)
  • (b) track records in the past three years (i.e. September 2014 to present) of active participation in any of the above areas and continuously striving for improvement and excellence; and
  • (c) received awards in territory-wide, national or regional competitions/ performances; represented HKBU or relevant association in such competitions/ performances; or good recommendation/ assessment by HKBU or relevant organization on the capability or talent; and
  • (d) attained a cumulative GPA of 2.50 or above*

*for students who entered the HD in Film or BCom Accountancy programmes in 2017/18 (i.e., without GPA scores at HKBU), applicants should have outstanding academic results during secondary/post-secondary education (including public examinations).

Students who only participate in activities include: (a) Being a team member/committee member of a school team/club/society (b) Intra-school/ intra-institution activities (c) Work-related activities (e.g. internship/helpers or workers of an event etc. ) (d) Examinations on musical instruments (e) Language proficiency tests (e.g. IELTS, TOEFL etc.) (f) Voluntary service; should NOT be awarded TDS. Applications from previous TDS awardees will only be considered if new achievement/ award was obtained after 1 December 2016.

3) Reaching Out Award (ROA)

The Reaching out Award will be offered to currently studying local and non-local studentspursuing full-time HD in Film and BCom Accountancy programmes who:

  • (a) participate in learning, internship or service programmes which are mainly course or placement related as well as national, regional and international events and competitions that are conducted outside Hong Kong. The outreaching activities should start from 1st January 2018, and be completed on or before 31st March 2019);
  • (b) have attained a cumulative GPA of 3.00 or above*
  • (c) agree to submit a reflection report on the activities participated and the learning experiences and benefits acquired to HKBU within 1 month upon completion of the outreaching programmes

*for students who entered the HD in Film or BCom Accountancy programmes in 2017/18 (i.e., without GPA scores at HKBU), applicants should have outstanding academic results during secondary/post-secondary education (including public examinations).

The outreaching activity should either be organized or endorsed by HKBU. The award is not on reimbursement basis but may cover (part of) the expenses incurred during the outreaching activities, such as tuition fees, airfare, accommodation and other incidental expenses. The ROA can be held concurrently with other awards, prizes, subsidies or sponsorship except other government funds such as the Mainland Experience Scheme (MES).

4) Endeavour Scholarship (EDS)

The Endeavour Scholarship will be offered to currently studying local and non-local students pursuing full-time HD in Film and BCom Accountancy programmes who have Special Educational Needs (SEN) in the pursuit of excellence in academic and other areas. SEN are as specified below:
* Specific learning disabilities
* Intellectual disabilities
* Autism spectrum disorders
* Attention deficit / hyperactivity disorder
* Physical disability
* Visual impairment
* Hearing impairment
* Speech and language impairment, and others.

Applicants should have attained a cumulative GPA of 2.50 or above. For students who entered the HD in Film or BCom Accountancy programmes in 2017/18 (i.e., without GPA scores at HKBU), applicants should have outstanding academic results during secondary/post-secondary education (including public examinations).

5) Best Progress Award (BPA)

For the Best Progress Award, students who have already completed at least two consecutive academic years in their programme at HKBU will be nominated by relevant departments according to the intensity of academic improvement of those academic years and cumulative GPA at HKBU at the time of nomination (i.e., no application is required).

The completed application form together with copies of the relevant supporting documents (including unofficial HKBU academic transcripts or secondary/post-secondary certificates or transcripts, certificates/awards for participation in extra-curricular activities/community services/competitions, information on the outreaching programme (if applicable), medical proof for SEN (if applicable) should be submitted to the Office of Student Affairs, WLB 401 (Rm 401, Level 4, The Wing Lung Bank Building for Business Studies), Shaw Campus,at or before the below deadlines:

OPS: 5:30pm, November 24, 2017 (Friday)

TDS & EDS: 5:30pm, December 15, 2017 (Friday)

ROA: 5:30pm, January 19, 2018 (Friday)

In the event of unforeseeable circumstances, such as extreme weather, that resulted in the sudden closure of SFA Counter on the day of the deadline, SFA will extend the deadline of application to 5:30pm of the following working day.

Late submission or submission with incomplete information will not be considered. Also, application form with e-signature or signature not signed by applicant, and scanned or photocopy of application form will NOT be considered.

Shortlisted candidates of OPS will be invited to attend an internal selection panel interview tentatively in early December 2017(the actual date is to be confirmed. It is a "MUST" to attend the interview in Hong Kong); while applicants of EDS, TDS and ROA do not need to attend any interview.
