Common Recruitment Examination (CRE) is used by the Civil Service Bureau to assess candidates’ language and reasoning ability. The examination consists of three papers: (1) Use of Chinese; (2) Use of English; and (3) Aptitude Test. For details, please visit the official website of Civil Service Bureau at

In addition, Basic Law Test (BLT) has been introduced to assess candidates’ Basic Law knowledge. The result of BLT may reflect the awareness of current affairs of candidates and provides information for employers to consider the suitability of candidates for the job.

Application details

The next round Common Recruitment Examination and Basic Law Test (Degree / Professional Grades) (CRE and BLT) will be held on 3 October 2015 in Hong Kong. For the convenience of those studying or residing outside Hong Kong, the above examination will also be held on 5 December 2015 in seven other cities, namely Beijing, London, San Francisco, New York, Toronto, Vancouver and Sydney.

CRE & BLT application details
The application period for the coming CRE and BLT to be held in Hong Kong will be from 31 July to 13 August 2015 while application for sitting the examination outside Hong Kong will be open from 19 September to 2 October 2015. Applicants may choose to take any of the CRE papers and / or the BLT paper in this examination either in Hong Kong OR in one of the cities outside Hong Kong. The application details and an on-line application system will be available on Civil Services Bureau webpage at during the application periods.

The CRE and BLT are open to all holders of degree or professional qualifications who are interested in applying for civil service posts at degree or professional level. Students who will have attained a degree in the 2015-16 academic year may also apply to take the coming CRE and BLT for future job applications.

Recruitment of Administrative Officers, Executive Officers II, Assistant Trade Officers II, Management Services Officers II and Transport Officers II in 2015/16

The Government is planning to launch a new round of recruitment exercises for the AO, EOII, ATOII, MSOII and TOII posts in September 2015. Applicants would need to have obtained Level 2 in both language papers (i.e. Use of Chinese and Use of English) of the CRE (or equivalent results) and a Pass in its Aptitude Test a part of the entry requirements for the posts. Those who do not possess the required results but have applied to take the next CRE and BLT to be held in Hong Kong in October 2015, or in Beijing, London, San Francisco, New York, Toronto, Vancouver and Sydney in December 2015 may also apply.

In addition, candidates’ performance in the BLT will constitute an appropriate weighting in candidates’ overall assessment. However, the test result will not affect a candidate’s eligibility for applying for the posts.

Separate Applicants for CRE and BLT and the AO / EOII / ATOII / MSOII / TOII Posts

Applicants who wish to apply for the AO / EOII / ATOII / MSOII / TOII posts in 2015/16 but do not possess the requisite CRE results or equivalent at the time of application, as well as those who wish to sit for the BLT paper, MUST file a separate application for taking the relevant CRE and/or BLT paper(s) during the suitable application period mentioned above. Applicants for the AO / EOII / ATOII / MSOII / TOII posts will NOT be automatically arranged to attend CRE and BLT.
